You should be able to export from the Rockstar Editor in up to 1080p and I believe that file gets saved in a sub-folder of Documents/Rockstar Games/GTAV. When uploading to YouTube, there are multiple stages of processing and, while playable, it won't be in HD for a short time, in my experience generally 5-15 minutes, depending on the length.
