What is the FAIR Plan? The California FAIR Plan Association was established to meet the needs of California homeowners unable to find insurance in the traditional marketplace. The FAIR Plan is not a state agency, nor is it a public entity. There is no public or taxpayer funding.

Victoria Roach to Serve as New President of California FAIR Plan
Victoria Roach has been appointed by the California FAIR Plan’s Executive Committee to serve as the association’s next president. Ms. Roach joined the FAIR Plan in 2019 and most recently served as Senior Vice President of Business Operations.

Membership in the California FAIR Plan Association. In accordance with California Insurance Code Section 10095, every insurer licensed to write or engaged in writing basic property insurance in the state of California on a direct basis, shall be a member of the California FAIR Plan Association.

Over the past four fiscal years (Since September 2020), Dwelling policies have increased by 123% and Commercial policies have increased by 161%. As of September 2024 (current fiscal year-end), the total number of FAIR Plan policies has increased 41% since September 2023 (prior fiscal year-end).
