What is the FAIR Plan? The FAIR Plan was established so that all California property owners have access to basic fire insurance when access to coverage in the traditional market is not available through no fault of the property owner.

The FAIR Plan is a syndicated fire insurance pool comprised of all insurers licensed to conduct property/casualty business in California. The FAIR Plan was established by statute (California Insurance Code sections 10091 et seq.) in August, 1968 as an insurance placement facility.

The FAIR Plan is an association comprised of all insurers authorized to transact basic property insurance in California.

Over the past four fiscal years (Since September 2020), Dwelling policies have increased by 123% and Commercial policies have increased by 161%. As of September 2024 (current fiscal year-end), the total number of FAIR Plan policies has increased 41% since September 2023 (prior fiscal year-end).

The California FAIR Plan offers Dwelling policies for customers that are unable to purchase coverage with a traditional insurance company.
