Churchill, a Portugese water dog, will be competing in the Westminster Kennel Club Dog Show in New York this week, handled by his owner, Zac Crump, of Georgetown.
If the bill passes it would not apply to police dog training, and it would make New Jersey the first state to require licensing for dog trainers.
