Texas Lottery Commission Executive Director Ryan Mindell has resigned following state investigations into two controversial jackpot wins.

The executive director of the Texas Lottery Commission has resigned in the latest shake-up at the state’s retail gambling enterprise amid multiple investigations into large jackpots in 2023 and earlier this year and threats from some lawmakers to shut it down.

Investigators are looking into how bettors were allowed to guarantee themselves a $95 million jackpot win, as state leaders question whether the lottery should go on.

The Tampa Bay lottery player won a $2 million jackpot in the Silver Streak game, the Florida Lottery announced April 24. Eileen Zilvetti of Pinellas County bought her ticket at a local convenience store in Palm Harbor and beat the 1-in-3,603,930 odds to win one of four top prizes, lottery officials said.
