California officials argue that President Trump exceeded his authority by federalizing the National Guard without the consent of Gov. Gavin Newsom and by deploying Marines on American soil.

The state of California is seeking to stop the president from sending National Guard troops without the governor’s approval.

Senior U.S. District Court Judge Charles R. Breyer said he was “trying to figure out where the lines are drawn.”
