Depending on where you are staying on the island there is a bus that could actually take you there taxis they are a little expensive it might cost you again depending on where you are let's say you're in town could cost you about 15 bucks to get there. Polls are all explained by any tour that you take if I remember correctly most of its paved as other people have mentioned

I don't think so- there is so much to learn about if you like history. I joined up with a tour group-they are so welcoming in Alaska and that took over an hour and then we explored on our own. There is also a nice gift shop and that took some time as well. Enjoy- still one of my favorite places ever been. :-)
Can you walk to the park from the cruise ship docking area?

Totem Bight State Historical Park is 10 miles North of Ketchikan. But there is a $2 bus that take you up, or you can catch a cab for about $40 bucks. ($2 is the new rate as of 2017)
