You can but only when the tide is low.

So just to clarify- you can no longer walk across for free, you have to purchase a ticket just to walk on the causeway?
A:
You can walk on the causeway for free - I did so today with my daughter. The tide was pretty high, so at some points the water was up to our waste, but it was quite an experience.
