Hello and thank you for the question and for your interest to visit the Observation Deck at 300. The venue is open from 9:30am but this is usually for tour operators with tourists who wishes to see the city from the highest vantage point. The hotel highly recommends our guests to visit the Observation Deck from 12nn to 8pm as during this time the hotel guest services will be available to provide a show around and assistance when needed. I did it, even though the place is not very big so you can give drinks to the table and turn without it, you return to the table when you want. The location is quite elegant and quiet
