The unfortunate thing in today's world is that crime can take place anywhere, and this is would be a fairly deserted area at night. Having said that, you have an interesting idea.
Yes, there is a free area to park for a limited time to park which is enough for the memorial. If you want to go to Ellis and/or Liberty Island you will need to park in the paid lot.
