This is a great space downtown, a lovely park that surrounds the Truckee River. Places to stroll, to have a picnic, and to sit and rest. The views are lovely and the design is pleasant.Full review by Thomas V

where is the best fall foliage in Reno river walk?

I haven't there at this of the year. The city has over planted trees along walkway I don't if these trees change color. If they change this should be the time of the year.

Check the Reno Vistors Bureau. Rent snow shoes and hike chickedee ridges at Mt. Rose Meadows (about one hour up, take water) see a panoramic view of the Lake Tahoe.
There are parking options ranging from garges, nearby casinos to local side streets. Island Ave near Wingfield Park appeared to have plenty of quiet and free spots to park.
How far is the River Walk from the Silver Legacy Hotel? Going to be here next week and looking for places to get out and eat, shop and just take a break.

Looks like several people have already answered your question. I would walk south through the casinos and out the door of the ElDorado its a very quick walk 5 - 8 minutes along the old strip to the River. From there you can decide where you want to go - up or down River.
