The short answer is YES. What is frowned upon if not giving flags their due respect, ie: like not standing during the raising or lowering, wearing them as capes, sitting on them as blankets, etc. Visitors often leave little Aussie and Kiwi flags on some gravestones as a sign of respect. That is ok as well. BE aware there will also be 3 permanent flag poles there to raise and lower the official Australian, New Zealand and Turkish flags as part of the ANZAC day dawn service commemoration if you are attending that. Just remember you are in another's country and always be respectful.
