No, dogs are not allowed on the hiking trails at Anza Borrego. The reason is that dogs can disturb the fragile ecosystem even by just urinating - as it upsets the locals (animals, reptiles, etc). Also the sand is very hot most of the year and apparently dogs have had to be taken to the vet with paw burns. In addition, apparently some dogs have been taken in with very painful cactus pins in their paws. (We have cactus plants growing in our home garden, and I've made the mistake of accidentally, lightly brushing up against some, only to get spurs in my arm or leg - and they hurt - and they hurt for days - and that's even when I know where they are and can pick up tweezers to pull them out. Can't see them. But can feel them. How is a dog going to communiate that?)

No you certainly do not need a 4 wheel drive to get to the trailhead.
